The UNESCO Regional Bureau for Science in Europe (ROSTE) has been involved for a number of years in reflections on the reconstruction of scientific cooperation in South East Europe involving many experts from EU and non - EU countries. A conference held in Venice on 24 - 27 March 2001 and organized by ROSTE launched the process. Since then ROSTE has taken several initiatives, and decided in 2004 to organize an expert mission in Bosnia & Herzegovina with two main objectives: to assess the scientific potential (and in particular the research infrastructures) of the country, and to make the recommendations for its future development and integration into the international and European research communities. ROSTE felt, indeed, that it was its duty to contribute to reconstruction of the scientific potential of a country which has been severally damaged during a war and to the development of international cooperation for this purpose.
This initiative was fully endorsed by the B&H political authorities and received the personal support of Dr Safet Halilović, Minister of Civil Affaires of Bosnia & Herzegovina, and Mrs Željana Zovko, Ambassador of B&H to France and ambassador, Permanent Delegate to UNESCO.
Accordingly, three missions were carried out in the country, all of which took place in 2005 (14 - 19 March, 16 - 21 May, 30 JunE - 1 July); during these mission Sarajevo was visited (twice), Banja Luka (twice), Mostar and Zenica (once each). Political authorities in the country at various levels, diplomats, representatives of the scientific community (universities, research institutes) and industrialists were met. Some laboratories and companies were also visited. The mission was greatly helped by support of local authorities and by the UNESCO - ROSTE Office in Venice and its project office in Sarajevo.
After analysing the present situation of the country, ten years after the signature of the Dayton Peace Agreement, the conclusions were presented concerning the scientific potential of the country, the role of various institutions and the objectives and guidelines for a future national science and technology policy.

Modernization of managing and ruling capacities of the universities in Bosnia and Herzegovina:
In the framework of common project of European Commission an European Council entitled "Modernization of managing and ruling capacities of the universities in Bosnia and Herzegovina", the seminar has been kept on July 5 and 6 in Neum under title "Ruling the data for an integrated university: development of the staff". In total four seminars were kept in the framework of mentioned common project. According to recommendations of the organising team the representatives of lecturing and administrative personnel, and of the students were invited, of which from university of Zenica MSc. Jusuf Duraković, MSc. Selam Spužić, Grad. Jurist Velida Mahovkić, Grad. Eng. Ibrahim Plančić and student Amra Muslić were present.
The seminar was guided by the experts of European Council and by active members Association of European Universities Prof. Dr. Fuada Stanković, Former Rector of University of Novi Sad, Prof. Dr. Ivan Ostrovsky, Vice Rector of University of Bratislava, Mr David Crosier and Mrs. Karen Roberts. During two days lasting work and with active participation of representatives of six B&H universities (all except from Tuzla and Banja Luka) several themes were elaborated aiming to define the development of university staffs, to identify relevant indicators to follow it, to see the problems from registered indicators and to identify necessary control mechanisms. It is concluded that they use to serve for finding efficient solutions to rule the staff progress in a continuous way in the framework of an integrated university, what is inevitable guide point of Bologna process and of actual trends of its development. The seminar also results with greater number of conclusions and recommendations, which together with the results of previous three seminars will be assembled in a common notions agenda and it will be sent to every university in B&H and to the secretariat of Rectors conference of B&H.
Session of B&H universities representatives in Eastern Sarajevo:
On June 29, 2005 in Eastern Sarajevo a very important session has been carried out of the representatives of all B&H Universities with the High Delegation of European council headed by Misters Gabriele Mazza and Michel Docherty from European Commission. Along with very constructive proposals of all the representatives of B&H Universities, we are enhancing by this opportunity the proposal of the Rector of University of Mostar, Prof. Dr. Frano Ljubić who underlined:
"Concerning the problems of funding the B&H Universities and a difficult financial situation it is hard to believe that the Universities will be able to fulfil the conditions of adaptation to the regulations of Bologna process regarding the premises and equipment. I am sure that for that great funds will be needed and it is difficult to believe they can be assured from regular sources, so I suggest that Rectors Assembly of B&H starts the initiative by competent state structures (B&H Presidency, Ministry Council and others) to take a loan from International Financial Institutions. According to my rough estimations they should ask for amount about 400.000.000 Euros and that amount be shared by all 8 B&H Universities by certain corresponding sharing codex. That amount would be on the State of Bosnia and Herzegovina who will be obligate to return these means. Principally it would be done equally as by taking other credits, and I am sure that this loan should have a priority over some other needs. It is certainly most important that without that the universities will not be able to fulfil the conditions required for premises and equipment (without what there will be no quality education neither). The funds would be used exclusively for adaptation of existing and building of new premises and for the equipment supplying (laboratory and other) according to made and accepted Investment elaborates.
For a greater objectivity and reality, the common supervising commission could be founded (if necessary with the representatives of international institutions) to make criteria for just distribution of these funds onto Universities. The amount of the funds for each University would be ascertained according to number of students (for example 5000 Euros per student) and according to number of employees (at least 5000 Euros per employee). In that way the discussions would be avoided which university and how much funds does it need, since every of them is obligated to adapt itself to the regulations of the Bologna process and that obligation they mast fulfil if they intend remain in the family of European Universities after the year 2010 too.
Investment per employee would pertain their professional advancement (or learning the foreign languages) for that they could to fulfil the competence conditions according to regulations of Bologna process. Such investments in the advancement of the university human resources can not be funded in existing situation, so think that it will be a good stimulation to increase professional qualification of lecturing personnel."
At this session the University of Zenica was represented by Vice Rector for Science, Development and International Collaboration, Associated Professor Dr. Darko Petković, and the host was Rector of the University of Eastern Sarajevo Prof. Dr. Mitar Novaković.
