|STUDY DONE ON COMPETENCIES AT 4 UNIVERSITY OF SOUTH EASTERN EUROPE:|
The Tempus Project Competence, which is leaded by the University of Zenica, together with WUS Austria-Graz, in which take part the universities in Novi Sad, Podgorica and Skopje from the region of SEE and the EU partners in Graz, Girona, done is the first major study on the state of competence at 4 SEE mentioned universities. In the time of realising this project important changes happen in the educational process of higher education institutions from the SEE partners in the project: Bosnia and Herzegovina, Serbia, Macedonia and Montenegro. Changes made by the Bologna process in many ways and require also a proactive response of already established universities in Western Europe: Graz, Ghent and Girona (Austria, Belgium and Spain). More than ever emphasized is the importance of competence, the manner of its acquisition and of evaluation. In this sense, more or less all the universities of Europe are in initial phase of setting up and development of models to define, monitor, achieve, or redefining the management competencies. If the first decade of the Bologna Process since 2000-in 2010 was first one of the establishment and development of quality management systems in higher education, it is certain that the next decades will be dedicated to the greatest extent to research and systematic establishment of monitoring and evaluation skills. In this sense, the Tempus project has undoubtedly a huge importance for all project partners and certainly beyond the educational systems in each of the participating countries. In attachment you can download comprehensively dealt material made by FH Joaneum colleagues from Graz on more than 270 pages that included an active approach to research competencies in 8 alumni programs with the University of Zenica, Novi Sad, Podgorica and Skopje, and employers in these countries. These results provide numerous opportunities for further analysis and improvement of their work, which can use these universities (for example, to identify specific instances of overlapping competences, a lack of a number of generic competencies, etc.) in the conclusions of the study indicating big attention previously paid to the issue of acquiring and building the competencies.

|ADOPTED BASIS OF QUALIFICATION FRAMEWORK IN B&H:|
The Council of Ministers adopted the Basic Qualifications Framework in Bosnia and Herzegovina, which represent the first systematic step in building a system of qualifications based on the European Qualifications Framework for lifelong learning. Ministry of Civil Affairs is extremely important to consider the adoption of a document that includes the application of Qualifications of the EHEA. European Qualifications Framework is a European reference framework for the systematic evaluation of education and training in each member and potential member of the European Union, on the basis of which is done to compare the educational system, primarily with regards to the required "outputs" of education.
That allows the intense mobility on the European market, but also encourages lifelong learning institute, which is one of the goals of the Lisbon strategy for growth and employment.
The core of the European Qualifications Framework is comprised of eight common reference levels which are classified according to the knowledge, skills and competencies of learning outcomes achieved, and generically includes all levels and types of education. It acts as a means of recognizing, understanding and comparing qualifications within the European Union. This means that after each qualification certain quality must stand, and that each individual is provided the possibility of vertical and horizontal movement on the qualifying ladder.
This decision of the Council of Ministers implies intense and perennial educational activities of the competent authorities to develop a qualifications framework and the obligations that derive from it.
Basis Qualifications Framework in Bosnia and Herzegovina are available at this link.
